Re: Celaya, Guanajuato, Mexico. “La Concepcion” land and neighbor properties.

            We invite you to invest at La Concepcion land (696,700 M2 for Long Term Lease or Sale) located at Municipality of Celaya, Guanajuato, Mexico (relatively close to Queretaro – Leon Highway), with Industrial Medium Use duly approved with by the IMIPE´s authorization.

I. Among a diversity of industrial activities allowed we have: 2. Generation, treatment and supply of gas, electricity and gas services; 21. Oil refining; 22. Manufacture of petroleum products; 23. Manufacture of other basic organic and inorganic chemical products; 28. Manufacture of auto parts; 44. Manufacture of automobiles, trucks, bodies, tractors and similar and others.

II. La Concepción and Land 4 have three deep wells with an authorized volume of 773,824 M3/Year Approx. Land 3 has a deep well with a volume of 250,000 M3/Year Approx. La Concepcion land plus 673,706 M2 of neighbor properties (Lands 3 / 140,000 M2, 4 / 388,706 M2, 5 /55,000 M2, 6 / 50,000 M2 and 7 /40,000 M2) add an available large surface of about of 1’370,406 M2. Properties 3, 4, 5, 6 and 7 are for sale.

Selling Price, 696,700 M2 at MX$ 415 per M2 and 673,706 M2 at MX$ 385 per M2 Approx. This is US$ 20.75 and US$ 19.25 per M2 respectively.

Lease Price, 696,700 M2 at MX$ 31,804,000 yearly plus 16% VAT. This is US$ 2.28 per M2.

III. In case of an oil refinery and/or a fuel distribution terminal and/or a possible project requires more water, the authority could negotiate the government project to bring water from the San Miguel Allende Dam to Celaya City.

IV. We have invited the oil companies starting to work new petroleum businesses in Mexico to invest at La Concepcion zone directly and/or through the gasoline groups they started to work with, as well as the large importers and/or fuel traders. A project of this magnitude would be profitable for all of them; and

V. There is the possible railroad access to Land 4, through the embankment prepared years ago for the Bullet Train project and, with SSE heading, towards Kansas City Southern – Mexico tracks.
