Dongying Port Economic Development Zone was approved as a provincial economic development zone by Shandong Provincial People’s Government in April 2006. It is also a leading and prior development zone in the development and construction of the Yellow River Delta. With a starting area of 102 square kilometers, a planned control area of 232 square kilometers, and a perspective development area of 466 square kilometers, the development zone is oriented at port industries like chemical, electric power, energy, and modern logistics.

First, there is an outstanding regional advantage. Dongying Port is located at the central control point of the traffic channel of the Northeast China economic zone and Central Plains economic zone, Shandong Peninsula and Beijing, Tianjin and Tangshan, 90 sea miles from Tianjin Port in the north, 72 sea miles from Longkou Port in the east and 122 sea miles from Dalian Port, facing Caofeidian and Qinhuangdao across the sea. Dongying Port featuring dense isobath, is an advantaged site for building a deepwater harbor on the muddy coast of the Bohai Bay, and an important regional port in Bohai Rim along the 1,000km coastline from Longkou to Huanghua, thus occupying an important position in the layout of ports on the southwest coast of the Bohai Bay and in

Shandong Province. Second, there is convenient traffic. Dongying Port Economic Development Zone is connected to domestic and international ports across the Bohai Bay, and large domestic cities through expressways. It is only 2-hour drive from Jinan and Qingdao, 3.5-hour drive from Beijing, and 2.5-hour drive from Tianjin. Tonggang Railway and Bohai Rim Expressway are under planning. Dongying Airport has opened flights to Beijing and Shanghai, and is carrying out 4D-grade transformation. The port area is an important station on the Bohai Rim traffic passage. Third, there are prominent features. Based on the construction of Dongying Port, the development zone can achieve synchronous development. Fourth, there are abundant land resources, and large environmental space. Dongying Port Economic Development Zone is one of the zones in China’s eastern coastal areas with the biggest land reserves and the greatest development potential.

Within the planning scope are all yet-to-be-developed state-owned waste alkali land blocks rather than arable land, which don’t involve “Agriculture, Rural Areas, Farmers”, and are suitable for developing port industries, especially the petrochemical industry. Fifth, there is abundant freshwater. The development zone is rich in freshwater resources in the Bohai Rim. The Yellow River flows into the sea at Dongying Port, with a stable flow path and mean annual average runoff of 22.8 billion cubic meters. Currently, the supply water source of the port area is Gudong Reservoir with a storage capacity of 17.2 million cubic meters. Gubei Reservoir with a storage capacity of 100 million cubic meters will soon be launched to support large-scale construction in the port area.
